The Open Skies Agreement was signed in Washington D.C. on April 30, 2007 and became effective on March 30, 2008. For the first time, European airlines can fly without restrictions from any point in the European Union to any point in the United States and viceversa. Open Skies stimulates full competition and is expected to result in better choices and cheaper airfares. With about 50 million annual passengers between the EU and the US, the agreement covers by far the biggest international air transport market (60% of World air traffic) and opens the possibility of an additional 26 million extra passengers on transatlantic flights over a period of 5 years. Until March 2008 the market was governed by 21 bilateral agreements between individual member states and the United Sates.
The Open Skies Agreement represents the most significant change in transatlantic travel in decades. Vice-President of the European Commission in Charge of Transports Jacques Barrot said the deal signed in Washington D.C. is a "veritable revolution" and "marks the start of a new era in transatlantic aviation. This Agreement will bring more competition and cheaper flights to the US".
Also, the agreement establishes closer cooperation between the EU and the US to tackle new challenges, such as security or the environment. This will facilitate the operations for airlines and airports and reduce the hassle for passengers.
This is the first step -negotations will continue this month- in the path to create a Transatlantic Open Aviation Area: a single EU-US air transport market with free flows of investment and no restrictions on air services, including access to the domestic markets of both parties.

Buenos días Raúl, has tocado con este artículo un campo de buenos deseos y complejas relaciones e intereses.
Ante la libertad de competencia en un mercado suficientemente regulado poco más habría que añadir a aquello de que gane el mejor, que al final son los clientes, las empresas y la sociedad en su conjunto. Pero en el caso del transporte aéreo entre los EE.UU. y la UE la cuestión se ha dificultado por las subvenciones encubiertas de los respectivos Gobiernos, que como reguladores normativos toman parte por sus industrias y "falsean" así la deseada libre competencia.
El mercado de las rutas aéreas ahora comentado por su apertura no deja de ser una de las facetas de la dura pugna entre las aerolíneas a nivel global. Las compañías aéreas en los EE.UU. tras el 11-S han estado en quiebra técnica y solo las fuertes inyecciones de fondos públicos de los presupuestos norteamericanos, puede que impropiamente empleados en ocasiones veces para competir con las aerolíneas europeas, han permitido evitar la desaparición de varios gigantes del aire. Otros ejemplos de este tipo de actuaciones, con "intermediarios" militares incluso, se han dado entre los grandes fabricantes de ambos lados del Atlántico (Boeing vs EADS-Airbus).
Esperemos que ambos reguladores (EE.UU. y UE) vuelvan a su papel, que el proceso de fusiones entre compañías se clarifique y permita a su vez consolidar las alianzas aéreas globales empezadas pero no "rematadas" (Oneworld, Star Alliance, Sky Team), y si se puede seguir pidiendo que la economía mundial pueda superar el momento actual en breve.
Mercados abiertos con operadores aéreos sólidos y todos en un marco legal internacional claro y de "juego limpio" permitirá optimizar los recursos (rutas, aeronaves, aeropuertos, ...), beneficiando a todos los que se apoyan y precisan del transporte aéreo (turismo, industria, servicios,...) y haciendo que los mejores sean los que los clientes (pasajeros) determinen ante la competencia de ofertas (destinos y frecuencias de los vuelos) que les brinden.
